Poptávka: Wordpress+Pligg (environmental and human rights)

I am looking for webdeveloper to help me on a website development I am keen to execute early this summer. I live in Prague and keen to work with someone also based here.

The website is a web 2.0 news and community site for the environmental and human rights community.

I wish to integrate Wordpress and Pligg as a combined content management system providing a rich blogging platform and a stream of user generated and prioritised news links. I see from all the open source bulletin boards that most developers use vBulletin as the user management hub, but I do not know if this third piece of the jigsaw is necessary.

I have a design mockup in bitmap/vector form that I would like all this functionality to be experienced within.
